It is publicly available to every TikTok for Business user — you do not need to register a developer account, create a developer app, or apply for additional permissions, which is unusual among ad platforms.
Only how many tools load at connection. The "full disclosure" endpoint at business-api.tiktok.com/open_mcp/tt-ads-mcp-flat loads all ~400 tools immediately, and TikTok recommends it for Claude. The "progressive disclosure" endpoint at .../open_mcp/tt-ads-mcp-layer loads ~40 core tools and lets the model discover the rest on demand — better for agents with limited context windows or where token cost matters. Same underlying platform either way.
Because tool selection degrades as the list grows, and it degrades at very different rates depending on the model. A model that reliably picks the right tool from 40 options can start guessing at 400. This is also why Claude briefly omitted tools beyond the first 256 in early July 2026 — TikTok documented that, and Claude fixed it on 20 July. If your model struggles, the layered endpoint is the fix.
A browser OAuth flow against your ordinary TikTok for Business account. On first connection your client hits a 401 carrying a WWW-Authenticate header pointing at TikTok's protected-resource metadata, then walks you through the TikTok Ads Manager consent screen. One catch worth diarising: authorisation is valid for 30 days, after which you must reauthorise with the same account.
Yes, and one specific concurrency limit is easy to trip. When using smart_plus_ad_create, smart_plus_ad_update or smart_plus_ad_status_update, TikTok asks you to keep operations on a single Upgraded Smart+ Ad to no more than one every 5 seconds. An agent asked to update several ads in a loop will happily exceed that and trigger a concurrency error, so build in a pause.
